La visita se da en seguimiento al anuncio del Presidente Varela de cooperación entre Panamá y Japón para negociar un acuerdo bilateral de intercambio de información teniendo en cuenta los estándares de la OCDE.
Ciudad de Panamá (Mayo XX, 2016)- La República de Panamá recibirá a una delegación oficial de Japón en Ciudad de Panamá para iniciar las negociaciones de un tratado bilateral de intercambio de información fiscal el viernes 20 de mayo de 2016. El anunció se da después de la visita del Presidente Varela a Japón, en la que ambos países acordaron cooperar para llegar a un acuerdo sobre intercambio automático de información.
“Panamá reitera su compromiso total con la trasparencia financiera global y celebra el lanzamiento de la negociación con sus socios japoneses” dijo el Viceministro de Relaciones Exteriores, Luis Miguel Hincapié. “Continuaremos negociando acuerdos bilaterales teniendo en cuenta el “Estándar Común de Reporte” (CRS por sus siglas en inglés) de la OCDE, con otros países como Singapur y Alemania, los cuales expanden nuestros compromisos de naturaleza similar adquiridos con otros socios”
Los representantes de los Ministerios de Relaciones Exteriores y Finanzas de Japón llegarán a Panamá para negociar con una delegación liderada por Farah Urrutia, Directora General de Asuntos Legales del Ministerio de Relaciones Exteriores, un marco para un acuerdo bilateral basado en el CSR de la OCDE.
La delegación japonesa estará liderada por el señor Osamu Kawanishi, Director de Tratados y Asuntos Internacionales del Departamento de Impuestos (Ministerio de Finanzas), y por el señor Ken Hashiba, Director de la División de México, Centroamérica y el Caribe del Departamento de Asuntos Latinoamericanos y Caribeños (Ministerio de Relaciones Exteriores). La delegación también incluirá a a la señora Kaoru Matsumura y al señor Takeshi Ogawa del Ministerio de Finanzas, al señor Ko Takahashi y al señor Yuki Araki del Ministerio de Relaciones Exteriores, y a la señora Keiko Fukuchi y al señor Hisakazu Ikegami de la Agencia Japonesa de Impuestos.
Las negociaciones hacen parte de las medidas tomadas por el Gobierno de Panamá durante los 22 meses de la administración del Presidente Varela para asegurar el cumplimiento de sus responsabilidades internacionales en materia de transparencia financiera. Esto incluye el fortalecimiento de las normas “Conoce Tu Cliente” y la implementación del requisito de identidad para los socios de las compañías panameñas.
El Grupo de Acción Financiera contra el Lavado de Activos (GAFI) ha reconocido el progreso de Panamá en materia de lavado de dinero y nuestro país ha sido eliminado de “la lista gris” del GAFI. Panamá también ha pasado la primera fase de la revisión de pares del Foro Global para la Transparencia y el Intercambio de Información con Fines Fiscales de la OCDE.
Republic of Panama to host Japanese delegation to launch negotiations on bilateral agreement of automatic exchange of information
Visit follows Panama President Varela’s announcement in Japan of cooperation between Panama and Japan on tax exchange agreement consistent with OECD standards
Panama City (May 19, 2016)- The Republic of Panama will host an official delegation from Japan visiting Panama City as both countries begin negotiations to establish a bilateral Tax Information Exchange Agreement (TIEA) on Friday, May 20, 2016. The announcement follows a visit last month to Japan by Panama’s President Juan Carlos Varela, during which the two countries agree to cooperate on an agreement of automatic exchange of information.
“Panama reiterates our full commitment to global financial transparency and we look forward to launching negotiations with our Japanese counterparts,” said Vice minister of Foreign Affairs, Luis Miguel Hincapie. “We will continue to negotiate additional bilateral agreements in accordance with the OECD’s Common Reporting Standard, including with countries such as Singapore and Germany, which expand on existing commitments of a similar nature with other relevant partners.”
Representatives of the Ministries of Foreign Affairs and Finance of Japan will arrive in Panama to discuss with a delegation from Panama led by Farah Urrutia, Director General of Legal Affairs of the Ministry of Foreign Affairs, the framework for a bilateral agreement based on the Common Reporting Standard (CRS) of the Global Forum of the OECD.
The Japanese delegation will be led by Mr. Osamu Kawanishi, Director for Tax Treaties and International Affairs of Tax Bureau (Minsitry of Finance), and Mr. Ken Hashiba, Director, Mexico, Central America and Caribbean Division Latin American and Caribbean Affairs Bureau (Ministry of Foreign Affairs).Other members joining the delegation will be Ms. Kaoru Matsumura and Mr. Takeshi Ogawa, from the Ministry of Finance, Mr. Ko Takahashi and Mr. Yuki Araki, from the Minister of Foreign Affairs, and Ms. Keiko Fukuchi and Mr. Hisakazu Ikegami, from the Japanese National Tax Agency.
The negotiations are a continuation of the many steps that have been taken by the Government of Panama during the twenty-two months of the Varela administration to ensure fulfillment of their international responsibilities regarding financial transparency, including the implementation of enhanced and extended “Know your client” regulations and the requirement of identity certification of shareholders of all Panama companies.
The Financial Action Task Force on Money Laundering has recognized Panama’s “significant progress” in combating money laundering and the country was removed from the FATF “gray list.” Panama is also a Permanent Member of the OECD’s Global Forum for Transparency and Exchange of Information for Tax Purposes, and has recently passed the first phase of the Forum’s peer review process.
